Notice in php.ini configuration/notice in php
Notice: - notice is a type of error message to the user displays some information it is not a harmful error message. It will not stop the execution of program. If we are trying to access the undefined variables the out put is a notice.
We cannot see the notice directly a web page. Be case php.ini we have a configuration directive related to the error message. That is error_reportion the value is E_All &~E-NOTICE means display all error messages except notices.  
error_reporting = e_all & e_notice & e_deprecated
We can see the notice on web page by removing ~E_NOTICE.
